PLANNING APPLICATION 17/02068 – Field Rear Of 33 To 40 Church Close Pool In Wharfedale Otley – Outline Application for residential development with means of access

I have received notice today that the above application by Taylor Wimpey has been refused. If you would like a copy of the officer’s report and the decision please email me. There are four main reasons given in the Decision Notice:

  1. It is considered that the development of the wider PAS/Safeguarded Land should be considered comprehensively and as part of a future Development Plan Review and in the context of the infrastructure needs of the area arising from the wider PAS and potentially future Safeguarded Land site.
  2. The Local Planning Authority considers that proposal has not demonstrated that the development can be accommodated safely and satisfactorily on the local highway network, with particular regard to the capacity of (1) the roundabout junction of Main Street (A658)/ Arthington Lane (A659)/Pool Bank New Road (A658), (2) the triangle junction of Pool Road(A659)/Main Street(A658) and (3) the Dyneley Arms junction (Leeds Road A660/Pool Bank New Road A658)
  3. In the absence of a signed Section 106 agreement the proposed development fails to provide necessary contributions for the provision of affordable housing, education, greenspace, off-site highway and drainage infrastructure, public transport, travel planning measures, air quality measures and cycle and pedestrian connections.
  4. The indicative layout plan and additional details submitted have not sufficiently demonstrated that a suitable design and layout can be achieved at the site which addresses the relevant matters relating to character, heritage and green infrastructure objectives, landscaping and amenity spaces, ecology and drainage.

The applicant does have the right of appeal to the Planning Inspector.
