I have been sent the following information:

Proposed upgrade of existing telecommunications equipment for H3G and EE at Existing Telecoms Mast at Adel ATE, Otley Road, Adel, Leeds, LS16 6AJ
Mono Consultants Limited act as agents for Arqiva who build, own and operate shared radio telecommunications and public broadcast infrastructure in the UK. The company owns and operates the UK’s public broadcast transmitter network, as well as large numbers of mobile phone and other radio transmission sites. Arqiva manages equipment at the telecommunications site at the above address on behalf of H3G Limited and EE Limited.
In order to improve 4G coverage to the surrounding area, H3G and EE have approached Arqiva to upgrade their existing mobile telecommunications equipment Adel ATE.
H3G and EE already operate telecommunications apparatus and the upgrade would therefore involve removing the existing the existing chimney mounted flagpole and install a new Flagpole at 12m top on new grillage on the flat roof to the rear of the exchange building. A new Pagona cabinet (1.03m x 1.23m x 0.4m) is to be installed adjacent to the existing cabinets at ground level. Given that the new structure is not more than 6m above the highest part of the building, this development constitutes permitted development.
The purpose of this letter is to provide you with information on the proposal and offer the opportunity for you to seek further information should you wish to do so. We would welcome your views by 10th October 2017 before we finalise the proposal and submit a Permitted Development Notice for this upgrade to the local planning authority. Given previous sensitivity at this site, we have undertaken a Traffic Light Rating and have Ragged this site as Red. Consequently, we have notified yourselves as well as various neighbouring properties on Otley Road, Whinfeild and Farrar Lane and the Local Planning Authority.”
