DEFRA recently named Leeds as one of a number of cities that would not meet legal air quality standards by 2020. Proposals were mooted at the December Executive Board to charge commercial vehicles (buses/coaches, taxis and lorries) up to £100 per day in order to enter the zone. The charges would affect older vehicles that do not meet Euro6 minimum engine standards and travelling within the Outer Ring Road. There are no plans to charge private vehicles and certain classes of vehicle will be exempt such as wheelchair-accessible taxis.
