LEEDS SITE ALLOCATIONS PLAN – 6 WEEK CONSULTATION PERIOD STARTS 21ST JANUARY ON THE MAIN MODIFICATIONS

Please find below and attached details of the consultation regarding the Site Allocations Plan. This follows the publication of the Main Modifications by the Inspector following the public inquiry that took place in the Civic Hall last year. The consultation starts tomorrow and will run for 6 weeks with comments to be submitted no later than 5pm on 4th March 2019.

I am writing to you to let you know about the latest stage of the Leeds Site Allocations Plan (SAP). You are receiving this letter because you are on our database of people interested in the Plan, a stakeholder or requested to be kept informed..  If you feel that you should not be on our database please contact us. (Numerous people have already been removed upon request, if there been an oversight and we have still written to you please accept our apologies.)

Leeds Site Allocations Plan (SAP) allocates land for future housing and employment and also makes designations for retail and green space across the whole of Leeds (except for the area covered by Aire Valley Leeds Area Action Plan).

The Site Allocations Plan is prepared in accordance with the Planning and Compulsory Purchase Act and was submitted for Independent Examination to the Secretary of State in May 2017 and public hearing sessions took place October 2017 and July/August 2018, where the Inspectors considered matters on Housing, Employment, Green Space, Retail, Gypsies & Travellers (and Travelling Showpeople).

What do you need to do?

Following the examination in public hearings, the Inspectors have identified that there is a need for proposed Main Modifications in order to ensure that the Leeds Site Allocations Plan is legally compliant and sound. On behalf of the Inspectors, the Council is now inviting representations on whether these proposed Main Modifications are necessary to rectify the unsoundness and/or legal compliance that have already been identified to make the Plan sound. Representations received will be submitted to the Inspectors for their consideration. The Inspectors will take these representations into account before finally concluding whether the SAP is sound and legally compliant and can be recommended for adoption.

You do not need to respond to this consultation, but if you wish to details are provided below.

The Schedule of Proposed Main Modifications together with the associated changes to the Addendum to the SAP Sustainability Appraisal will be available for comment from 21st January 2019. The period for consultation runs for 6 weeks and comments must be received by no later than 5pm on 4th March 2019.

This consultation is running for a period of 6 weeks from the Monday 21st January 2019 until Monday 4th March 2019 (5pm).

What can you comment on?

The consultation relates only to the Proposed Main Modifications and/or the Sustainability Appraisal (Addendum 3) and therefore only comments relating to these Modifications will be considered by the Inspector. Your comments should set out why you do or do not believe the Proposed Main Modifications are required to make the Plan sound and legally compliant.

A response form is available to record your comments. Please state clearly the number of the proposed Main Modification(s) that you are commenting on each change has its own Main Modification number set out in the Schedule of Proposed Main Modifications.

The Proposed Main Modifications are published on the Council’s web-site www.leeds.gov.uk/yourcity

Comments can only be received between Monday 21st January 2019 until Monday 4th March 2019 (5pm). Any representation received late will not be considered.

You can also view the documents at all Libraries/Community Hubs and One Stop Centres in the Leeds district.

Next Steps

All representations received during the consultation period will be sent to the Planning Inspectorate, to be examined by the appointed Planning Inspectors, via the Programme Officer. The Inspectors already have copies of all previous representations made at the earlier consultation stages. The Site Allocations Plan remains at Examination by Planning Inspector’s until receipt of their final report which is the next key step following the close of this consultation.
