BUS SERVICE CHANGES – WORKS ON THE HEADROW – FROM SEPTEMBER

  1. I received the information below from the Bus Services Team at West Yorkshire Combined Authority:

“Please find below a briefing note relating to the east bound closure of The Headrow from Sunday 1st September 2019 until Autumn 2020. The closure is part of Connecting Leeds which is a public transport focussed programme of works to improve the waiting and boarding environment for bus users both in Leeds City Centre and on key corridor routes. 

The east bound diversions are necessary to allow for works to take place on The Headrow whilst still maintaining a westbound carriageway on The Headrow to allow buses to still operate westbound via their normal route.

THE HEADROW SCHEME – IMPACT ON BUS SERVICES

BRIEFING NOTE

“The Headrow scheme commences from Sunday 1st September until Autumn 2020. During the period of the works the east bound carriageway of The Headrow will be fully closed to traffic with many east bound bus routes operating a diversion route via Calverley Street, Great George Street and Merrion Street. North bound bus services are also affected by the road closure if they would have normally operated part of their route east bound on The Headrow.

The works are part of the Connecting Leeds programme which aims to improve bus boarding and waiting environment in Leeds City Centre through the introduction of the most modern and innovative bus shelter designs, enhanced waiting areas and streetscape improvements.

The key changes bus users will experience are

Service 1 (Beeston – Leeds City Centre – Holt Park) will split in Leeds City Centre with northbound journeys starting at Albion Street only. Southbound journeys towards Beeston will start at Infirmary Street and will be renumbered service 10 resulting in no through service to the universities area, LGI or Headingley whilst The Headrow is closed.

Service 97 has been renumbered 27 (Leeds to Guiseley)

A number of bus routes will not operate through Leeds City Centre and will either terminate on Merrion Street or Albion Street (these are shown in more detail in the route by route summary). These are –

Service 6 Leeds to Holt Park

Service 72 Bradford to Leeds

Service X6 Bradford to Leeds

Service X84 and X85 Leeds to Skipton

The following bus routes will operate a diversion route eastbound via City Square and Boar Lane –

The following bus routes will not operate to/from Leeds Infirmary Street during the closure period –

Service X98/X99 Leeds to Deighton Bar via Wetherby

The following services will commence service at Bishopgate Street Z1 until they can operate from Leeds Rail Station Interchange (mid-September 2019) –

Service 27 Leeds to Guiseley

Service 28 Liberty Dock to Adel

Route by Route summary 

Service 1: Service 1 will split in Leeds Centre with service 1, 1A, 1B operating the northern section of route to Holt Park via the universities from Albion Street. An additional boarding point has been created on Merrion Street on the diversion route 

Service 10: was the southern section of route 1 and will operate from Leeds Infirmary Street to Beeston via normal route. 

Service 5 is not affected by the road closure and will operate normal route via LGI and city centre route before proceeding to Halton. 

Service 6 – will commence from Leeds Albion Street to Holt Park Shopping Centre and will not operate to/from Leeds Bus Station during the closure period. 

Service 7 – between Harrogate and Leeds this service will operate normal route to/from Leeds Bus Station. On journeys that commence in Infirmary Street the service will operate outbound via Boar Lane and Call Lane before calling in at Leeds Bus Station on its outward journey. 

Service 27 – was previously numbered 97. This service will operate from Park Row via City Square then via the diversion route along East Parade and Calverley Street towards Woodhouse Lane before resuming normal route to Guiseley. This service will not operate to/from Leeds Bus Station during the closure period. 

Service 28 – this service will still operate full route from Adel to Leeds Liberty Dock but will divert via Park Row and Boar Lane due to the east bound closure of the Headrow.

From Liberty Dock to Adel the service will operate via York Street, Kirkgate, Boar Lane, City Square and East Parade before entering the revised east bound route of Calverley Street and Great George Street to reach Woodhouse Lane and normal northbound route. This service will not operate to/from Leeds Bus Station during the closure period 

Service 33/34 – from Otley this service will operate via Wellington Street, City Square and Boar Lane to Leeds Bus Station. West bound service is unaffected by the road closure. 

Service 35 – from Greengates this service will operate via Wellington Street, City Square and Boar Lane to Leeds Bus Station 

Service 36 – journeys to/from Leeds Bus Station will operate normal route. Journeys that commence on Infirmary Street will operate a diversion route via Boar Lane, Duncan Street, Vicar Lane, The Headrow, before resuming normal route from New Briggate. 

Service 42 – from Old Farnley via normal route to Wellington Street then the service will operate via City Square, Boar Lane, New York Street (observing K11), York Street and St Peters Way before resuming normal route on Regent Street.

From Fearnville to Old Farnley service 42 will operate normal route.

Service 49/50/50A – will run normal route to Westgate before operating the temporary east bound diversion route via Calverley Street, Great George Street, Merrion Street, New Briggate and Vicar Lane before resuming normal route to Seacroft from Vicar Lane (stop M2). 

Service 54 – will commence service from Park Row (P3) to Morley 

Service 55 – will commence service from Park Row (P3) to Parkwood Crescent 

Service 55C – will commence service from Park Row (P3) to Cottingley Drive 

Service 56/X56 – from Latchmere Drive will operate normal route to Woodhouse Lane then the service will operate via Merrion Street, New Briggate and Vicar Lane before resuming normal route on Vicar lane below the junction with Eastgate. Services towards Latchmere Drive and Whinmoor Shopping centre will operate normal route. 

Service 60 – from Keighley via normal route to Wellington Street then via City Square and Boar Lane to Leeds Bus Station. Bus passengers will be able to alight in Boar Lane at stop T1. 

Service 65 – will operate to Gildersome from Park Row only. 

Service 72 – this service from Bradford to Leeds will operate normal route to Leeds Westgate then via Calverley Street, Great George Street and Merrion Street to terminate on Merrion Street at temporary bus stop D. The service will not operate to Leeds Bus Station during the closure period 

Service 75 – will commence service from Park Row (P3) towards Middleton 

Service 97 – renumbered service 27

Service 508 – from Halifax to Leeds via normal route to Wellington Street then via City Square and Boar Lane to Leeds Bus Station. 

Service X6 – from Bradford to Leeds via normal route to Park Lane then via Westgate, Calverley Street, Great George Street and Merrion Street to terminate on Merrion Street at temporary bus stop D. This service will not operate to/from Leeds Bus Station during the closure period. 

Service X11 – will terminate on Infirmary Street only at Stand H. This service will not operate to/from Leeds Bus Station during the closure period. 

Service X26/X27 – will commence from its normal stop on Infirmary Street towards Thorpe Park and will operate the eastbound diversion route via Calverley Street, Great George Street, Merrion Street and New Briggate before resuming normal route on North Street 

Service X84/X85 – will operate inbound normal route to Woodhouse Lane and via the eastbound diversion route to terminate on Albion Street only. This service will not operate to/from Leeds Bus Station during the closure period.

Service X98/X99 – will operate normal route to North Street then via the eastbound diversion route to terminate at New Briggate Stand N4. This service will not operate via Infirmary Street during the road closure period

ARRIVA BUS SERVICES

Services 200, 201, 201A, 202, 203, 229, 254, 254A and 255 will not operate the loop from Leeds City Bus Station via Eastgate and Vicar Lane during the closure period and will operate direct from Leeds Bus Station via York Street, Kirkgate, Duncan Street and Boar Lane until the road reopens. This allows displaced bus services operated by First Bus to use bus stands on Vicar Lane usually served by the above Arriva services

Night service N9 will operate via York Street, New York Street, Kirkgate and Duncan Street before resuming normal route.

THE HEADROW WESTBOUND BUS STOPS

All west bound bus stops will be observed during the early stages of the scheme

3. I took up the various issues and concerns about the proposed changes to the No 1 bus service. Set out below is the response from First Bus.

“As you know we are embarking on a transformation of bus services across the city. The changes to take account of the works are absolutely necessary to ensure we can deliver the most reliable service we can for both customers in the north and south of the city.  

Service 1 will be split from 1 September as part of the changes involved with the Headrow works. This will ensure that both the north and south sections of the route can be operated as reliably as possible. The current reliability of the service is already inconsistent (particularly during the Autumn & Winter period) and in view of the city centre works, we have had to take the decision to split the route for the benefit of the majority of customers. We have made changes to other parts of the network to ensure cross-city connectivity is as convenient as possible. We will review the position again after the city centre works are complete. 

For customers travelling North from the Infirmary Street area, they can catch the 27 (previously 97) or 28 at stop Z1 on Bishopgate Street (combined frequency of 6 buses per hour). I appreciate the convenience of that connection depends on where in Headingley, Adel, Lawnswood customers are wishing to return to.”
