I have been in conversation with the Highways Engineer and have now received the email below which confirms there will be no mini-roundabout at this junction contrary to what they advised previously, with an apology for any confusion caused.
“I have sought some clarification on the current proposals, as admittedly the last proposals I had seen were some time ago. It appears that a mini-roundabout has now been removed from the proposals moving forward and I apologise for any confusion that has arisen as a result of this. The latest proposals see the junction remain in the same layout as at present, as it is felt that the traffic calming proposed for both Adel Lane and Church Lane would be sufficient in slowing traffic on approach to the junction.
The decision to introduce traffic calming on Church Lane and Adel Lane follows years of local pressure from residents to look at the issue of speeding along these routes. The measures would not be overbearing and are proposed in targeted locations, subject to consultation with Ward Members, Emergency Services, WYCA and residents should the planning matters be approved.
We consider that there is a need to upgrade the signalised junction at Church Lane with Farrar Lane/A660, to better traffic flow as well as provide formal facilities for pedestrians. However the cost implications of such a proposal currently outweigh the benefits in terms of congestion relief and road safety and we cannot prioritise this work from our internal budgets at present, particularly considering the financial pressure Leeds City Council faces. A contribution towards this project would be due from the Church Fields development, but it would not provide the level of funding required to undertake the whole scheme. We will not consider moving the signals as the traffic flows at this junction support the signalisation.
We will consider other measures such as keep clear boxes or yellow hatching at the junction as part of the detailed design process, whenever that should commence.
To conclude, again my apologies for the misinformation regarding the proposal to introduce a mini-roundabout. This was a previous proposal and does not align to that currently proposed to be taken forward as part of the Church Fields development scheme.”
